There's nothing weird about that really. There are people like that in every culture (some oppressed, some tolerated). Japan has been pretty tolerant of those types for centuries.

I have to say I really prefer Kyoto people to Tokyo people - no one tries to speak to me in fucked up English here (literally - not a single person I've come across).
