It's an ST-V game, so I'd hardly believe that there are speed differentiations at all. Fuu-Un Saiki was released indeed to solve the speed issues, so it's just an upgrade for home systems with selectable speed and a couple of extra characters taken from Fighter's History which just look quite silly ...

That's because it sounded too weird. And indeed, I've checked it with MAME's current romset for Puyo Puyo 2 and there's no internal config menu nor dipswitches which allow you to get such a "mode". There's an option to make the cab's chair move, though.
