Maybe that's because you missed the second sentence in the quotation. Anyway, even PCBs of the same game have differentiations due to voltage and capacitors issues, so you aren't getting "perfection" there either.

Looking over at MAWS it seems that recently some Technos games have been adjusted to run at 57hz. Heres an entry for Double Dragon 3: That's quite usual, I'm afaid. The next day you'll find out that it was changed once again to 57,44 or something. 57 into 60 Hz is not that much of a drastic alterat...

The Nintendo 64 at the time seemed to get quite a bit of hate, but looking back on it, it was really a neat console with a fair amount of pretty solid games. All the Technos games listed there run at 57 Hz of vertical frequency. If you emulate them with a non-customizable graphic card (and that includes the Arcade VGA with its default drivers), you're making them run at 60 Hz. That's quite a bit of a speed up.
