Yes, you can stop LOLing...there is a MK9 location test happening this week in Chiba. I'm really curious as to what board this runs on since the 3rd screenshot shows PS3 buttons...

Details here.

Releasing this title is a pretty groundbreaking decision. IINM, the last Mortal Kombat game to arrive on eastern shores was MK Trilogy for PS around 15 years ago. It's an interesting move to apparently not include any of the console version's secret characters but still leave in Kratos. Given the allusions to Sony, I'd be surprised if NetherRealm did anything more complicated than convert the PS3 game to the equivalent Namco arcade System.

Very bizarre button layout having the 4 main attacks on the right and replacing the tag command with the throw command. What are the chances this game is censored thanks to Japan's modern moral standards?

What on earth is the story behind this, an initiative by Netherrealm or some Japanese company? Doesn't seem to be any info at all.

proboably just a PS3 with AC interface and quickly hacked code to suit arcade play (ie insert credit etc).. thats my guess anyways.

personally i think its cool, Mortal Kombat was a violent revolution and Mortal Kombat 2 rocked back in its day.

Japanese players are saying that it's one of those bootleg boards like SSF4 AE and that simply only this arcade got one to try out.
