Yes, the backgrounds for every NIS game are 3d so the battlefield can be rotated. The characters, on the other hand, are always 2 dimensional. It looks pretty good, in the end. the board was 3d (i think!) with overlayed sprites.
PSP has the same set up. Definitely sprites for the characters, not polys.
